Tenders are invited for Acquisition of Probes for Measuring the Quality and Prices of Mobile and Fixed Services

1. This Notice of request for information and prices for open international competition follows the General Tender Notice published in the general information daily "Sud Quotidien" n°8872 of Wednesday, December 14, 2022.
2. The Telecommunications and Posts Regulatory Authority (ARTP) has obtained funds as part of its 2023 budget to finance the supply of probes for measuring the quality and prices of mobile and fixed services, and has the intention to use part of these funds to make payments under the Contract for the acquisition
of quality measurement probes and tariffs for mobile and fixed services), No. F_ARTP_019.
3. The ARTP solicits sealed offers from eligible candidates who meet the qualifications required to provide quality measurement probes and mobile and fixed service prices.
Variants will not be considered.
4. The award of the Contract will be conducted by request for information and price in open international competition as defi ned in the Public Contracts Code, and open to all eligible candidates.
5. Interested candidates can obtain information from the Telecommunications and Postal Regulatory Authority from Mrs. Mana AIDARA (Email: mana.aidara@artp.sn ) or Mr. Mamadou DIENG (Email: mamadou.dieng@artp .sn); and read the Tender documents at the address given below: Telecommunications and Postal Regulatory Authority, Ouakam, route des Almadies, ARTP building on the ground floor, office no. 020; open Monday to Thursday from 8 a.m. to 5 p.m. with a break time of 1:30 p.m. to 2:30 p.m. and Friday from 8 a.m. to 1 p.m.
6. Qualification requirements are:
• The production of certified fi nancial statements for the years 2019, 2020 and 2021. They must be certified either by an "accountant" or a "certified accountant" approved by the National Order of Chartered Accountants and Chartered Accountants of Senegal (ONECCA) or by a “similar body” for Senegalese applicants. For non-Senegalese, the financial statements must be certified by an organization equivalent or similar to ONECCA in the State of which they are nationals;
• Completion of at least two (02) contracts of a similar nature and size to the acquisition of a mobile and fixed QoS testing and monitoring device over the past five (05) years (2018, 2019, 2020, 2021 and 2022), justified by certificates of satisfaction or good performance signed by the clients;
• The provision of a Project Manager (Project Manager) with an engineering degree in telecommunications, computer science or equivalent and with at least seven (07) years of professional experience in the management and implementation of implementation of major projects (information and communication technologies). Attach the curriculum vitae;
• The provision of a telecommunications network, telecommunications network or computer network engineer or equivalent, with at least five (05) years of experience in the implementation of major telecommunications network projects. Attach the curriculum vitae;
• The provision of a QoS Expert, with an engineering degree or equivalent in telecommunications or equivalent; with at least five (05) years of experience in the implementation of QoS monitoring and measurement systems; attach the curriculum vitae;
• The provision of an IT expert, with an engineering degree or equivalent in IT or telecommunications;
at least five (05) years of professional experience in the implementation of major information systems projects, particularly in the integration of software and Business Intelligent solutions.

A 15% margin of preference applicable to certain supplies manufactured in WAEMU member states will be granted to eligible candidates. See the Tender document for detailed information.
7. Interested candidates may obtain a complete Call for Tenders file by sending a written request to the address mentioned below: the Telecommunications and Postal Regulatory Authority, Ouakam, route des Almadies, ARTP building, against a non-refundable payment of 25, 000 F CFA (twenty-five thousand). The method of payment will be by certified check in the name of the ARTP or in cash. The Call for tender document will be sent by withdrawal to the Regulatory Authority for Telecommunications and Posts (ARTP), Ouakam route des Almadies, ARTP building or downloadable from the site www.artp.sn.
An example of a tender dossier will be available and can be consulted on site during opening hours for tenderers who express the need for it.
8. Tenders must be submitted to the address indicated in point 5 no later than Wednesday, February 22, 2023 at 10.30 a.m. sharp .
Tenders submitted after the deadline for submission of tenders will not be accepted. Tenders will be opened in the presence of the representatives of the candidates present at the address indicated in point 5 on Wednesday February 22, 2023 at 11 a.m. sharp. Bids will remain valid for a period of ninety (90) days from the submission deadline.
