8. Acquisition of the file
The Dossier can be obtained at the Secretariat of the Market Department of MINSANTE located at the Health Building of the Ministry of Public Health, next to the National Malaria Control Program (PNLP), behind the Cameroonian Red Cross in Yaounde, from publication of this notice, against presentation of a receipt of payment to the Public Treasury of a sum of seventy-five thousand (75, 000) FCFA non-refundable representing the cost of purchase of the DAO.

Each tender, written in English or French, in seven (07) copies, one (01) original and six (06) copies marked as such, must reach the Secretariat of the Market Service of MINSANTE not later than ___ 07/05 / 2019 at 1 pm local time and will be marked:

Admissibility of tenders
Each tenderer must attach to his administrative documents a bid bond issued by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, valid for thirty (30) days beyond the original date of validity of tenders. The amount of the bid bond is One Million (1, 000, 000) CFA Francs.

On pain of rejection, the other administrative documents required must be produced in originals or certified true copies by the issuing service, in accordance with the stipulations of the Supplementary Regulations of the Invitation to Tender. They must be dated less than three (03) months and valid or have been established after the date of signature of the tender notice.

Failure to meet 75% of the essential criteria;
Absence of a quantified unit price;
Lack of prospectuses accompanied by manufacturer's data sheets incorporating photos of materials and equipment proposed (applicable for tents);
Absence of the declaration on the honor of not abandoning a public contract during the last 03 years;
Non-conformity of one of the major technical specifications of the following supply:
