General Procurement Notice for Acquisition of Consulting Services for the Audit of the Project Accounts will be Made on the Basis of a Short List of Audit Firms following the Lowest Cost Selection Method (SMC).

1. Introduction

The Government of the Republic of Burundi has received from the African Development Bank Africa Resources Group of the Transitional Support Facility -Pillar III, a donation of a maximum amount equivalent to

to One Million Units of Account (UA 1, 000, 000) to contribute to the Support Project to the Office for Capacity Building of Burundi Revenue Authority (OBR-PARC).

2. Description of the project

The project aims at increasing the tax and customs revenues of the Republic of Burundi thanks to an improved efficiency of the Burundian Office resulting from a reinforcement of its capacities. The closing date is 31 December 2020 and will be organized around the following components:

(i) Support to the development of the computer system;

(ii) Support to skills development in tax and customs matters;

(iii) Project Management.

3. Acquisitions provisions

Procurement of goods, works and consultancy services will be carried out in accordance with the Bank Group-financed Procurement Policy, which came into effect on 1/1/2016.

- The selection of individual consultants will be carried out in accordance with the Bank`s procedures for the selection of individual consultants as well as the Study for the establishment of a modern archive and the standardized invoice awareness campaign.

- The following services will be acquired on the basis of a short list and the method of selection will be based on the direct agreement (ED):

(i) Taxation Training for International Businesses and;

(ii) Training on ASYCUDA

- The following services will be acquired on the basis of a short list and the selection method will be based on quality and cost (SBQC):

(i) Consultant in charge of training and tax audit of specialized sectors (telecom, banking, insurance and mining);

(ii) Cabinet responsible for personal computer training.

- The acquisition of consulting services for the Audit of the Project accounts will be made on the basis of a short list of audit firms following the lowest cost selection method (SMC).
