Quotation are invited for Acquisition and Distribution of Phytosanitary Protection Kits to the Minader.

Consistency of the services
The service subject of this Letter Order includes the supply of four hundred (400) phytosanitary protection kits. Each kit consisting of:

A pair of long rubber boots
A pair of plastic gloves (which cover up to the wrist)
A filter mask;
A plastic bathing cap that covers the entire head and ears (like a bathing cap);
A cap ;
A pair of safety glasses (without side openings);
D a raincoat or raincoat or plastic overcoat;
A long-sleeved blue / green shirt with the ends of the sleeves attached to the plastic / rubber ribbon (suitable for processing);
Blue / green pants with ends attached to the elastic / rubber ribbon (suitable for treatment);

9. Acquisition of the file

11. Provisional security
Each tenderer must attach to his administrative documents, a tender bond drawn up by a banking establishment or financial body authorized by the Minister responsible for finance and whose list appears in Exhibit 09 of the CD in the amount of four hundred thousand (400, 000 ) CFA francs and valid for thirty (30) days beyond the original date of validity of the offers.

In accordance with Article 90 (7) of the Public Procurement Code, small and medium-sized enterprises with national capital and managers, as well as civil society organizations can produce, in place of the bid bond, either a certified check, or a bank check, either a legal mortgage, or a surety from a bank or an approved financial body in accordance with the texts in force.

12. Admissibility of tenders
Under penalty of rejection, the other required administrative documents must imperatively be produced in originals or certified copies by the competent service, in accordance with the listing provided for in the Consultation Regulations. 13. Opening of bids
Tenders will be opened on 03 April 2020 at 3 p.m. in the DESA Conference Room, by the Internal Procurement Commission at MINADER.

14. Evaluation criteria
Absence of the bid bond;
Non-production beyond the deadline of 48 hours after the opening of the bids, of a part of the administrative file judged non-compliant or absent (except the bid bond);
False statements, fraudulent schemes or falsified documents;
Non-compliance with part models;
Exceeding the delivery time;
Absence of the declaration on the honor of not having abandoned a market during the last three (03) years and that the company does not appear on the list of defaulting companies annually drawn up by the Minister of Public Markets.
NB: All the parts must be certified as conforming by a competent administrative authority and date less than 03 months.

15. Attribution
The Contracting Authority will allocate the Order Letter to the Tenderer who has submitted an offer fulfilling the required technical and financial qualification criteria and whose offer has been evaluated as the lowest, including where applicable the discounts offered.
