Expression of Interest are invited for Selection of an Individual Accounting Consultant.

I- Background
By Regulation C / REG.1 / 08/11 the ECOWAS Commission has established the Regional Agency for Agriculture and Food (ARAA) whose mandate is to "Ensure technical implementation regional investment programs and plans contributing to the operationalization of ECOWAS agricultural policy, drawing on institutions, organizations and regional actors with proven expertise ".

Thus, it ensures the implementation of certain projects and programs among which, the project of support for the storage of food security in West Africa, project financed by the European Union whose centralized management is entrusted to the Spanish Agency for International Development Cooperation (AECID) for component 5 of the project and to the French Agency for Development for components 1, 2 and 3.

To support the 'Administration and Finance' division in the accounting management of the food security storage support project in West Africa, the Regional Agency for Agriculture and Food (ARAA), hires a consultant-accountant


II- Tasks and Responsibilities

Under the coordination of the ARAA Executive Director and the supervision of the Head of the Administration and Finance Division, the Accountant-Consultant will be responsible for:
§ Ensuring the seizure and filing of project accounting documents;
§ Prepare the payment statements and follow up on them;
§ Ensure budget monitoring of the project;
§ Prepare, consolidate and implement the annual project budget;
§ Supervise the day-to-day activities of the finance section of the project;
§ Implement adequate internal controls to protect project assets and liabilities;
§ Prepare monthly, quarterly and annual budget execution reports for the Chief of Administration and Finance,
§ Prepare annual financial statements for internal and external auditors;
§ Coordinate inventory and valuations of assets at the end of the year;
§ Ensure availability of funds on time and oversee disbursements to suppliers / consultants and stakeholders;
§ Prepare the financial statements of the project for the steering committee and the technical and financial partners;
§ Organize meetings, workshops and meetings;
§ Prepare advance requests to the various technical and financial partners;
§ Ensure the implementation of the recommendations of the audits and the steering committee;
§ To perform other duties assigned by the Chief of Administration and Finance of ARAA.

III- Qualifications / Experiences

§ Have a university degree in accounting, finance or management (BAC + 4 years), the qualification ACCA / CPA or equivalent certificate / training in a relevant field;
§ Have at least 5 years of relevant experience in the field of accounting and management as an accountant;
§ Have solid experience in the accounting management of funds from technical and financial partners;

IV- Skills

§ Have a solid knowledge of accounting;
§ Have a good knowledge of accounting standards;
§ Have a good command of accounting management software;
§ Knowledge of SAP software would be an asset;
§ Have knowledge of relevant international accounting standards including International Public Sector Account Standard (IPSAS)
§ Have capacity to prepare budgets and coordinate its implementation and execution;
§ Have an ability to work in a multicultural environment.






V- Language
Have the mastery of one of the three working languages ??of ECOWAS (English, French, Portuguese) is required. Good linguistic knowledge (written and oral) of a second working language of the Commission would be an asset.

VI- Location, duration and start of the mission
The consultant will be based in Lomé, Togo, at the headquarters of the Regional Agency for Agriculture and Food. The duration of the mission is six (06) months with the possibility of an extension according to the availability of funds. The mission will start within two weeks at the latest following the signing of the intellectual service contract.

IX- Basis of Selection
The consultant will be selected according to the qualification-based selection method as defined in the ECOWAS Procurement Code. An interview session can be organized with a short list of pre-selected consultants.
