The contractor is responsible for providing services within the scope of the following work packages and for achieving the corresponding milestones. Activities and related tasks will be requested on a demand-driven basis by the GIZ project team, utilising the expertise of four Arabic-speaking key experts and two expert pools. The contractor is responsible to allocate appropriate key experts and to effectively manage the expert pools to ensure successful implementation: Work package 1: Assessment and modernisation of existing regulations and policies Objective: To evaluate and update policies and regulations to promote good governance and inclusive policymaking across selected sectors. Work package 2: Organisational and institutional development Objective: To enhance the organisational structures, processes, and capacities of selected institutions, enabling them to operate more effectively and deliver improved services. Work package 3: Human capacity development Objective: To strengthen the skills and competencies of public officials within target institutions and municipalities. Work package 4: Contribution to advisory support for the EU delegation to Libya, other EU institutions and/or EU member states by the programme Objective: To provide expert guidance, and evidence-based analysis and strategic advice to the EU and its member states on governance, reform initiatives and broader development context in Libya.
