THE ORGANIZATION

Search for Common Ground (Search) is an international non-profit organization that promotes the peaceful resolution of conflict. Our mission is to transform how individuals, organizations, and governments deal with conflict – away from adversarial approaches and toward cooperative solutions. We seek to help conflicting parties understand their differences and act on their commonalities. Search has been working in Rwanda since 2006, promoting greater cooperation and understanding within and across borders. Under our 2017-2021 strategy, we focus on four themes, namely: 1) Promoting inclusive governance; 2) Strengthening Media and Civil Society as Peacebuilders and Promoters of Dialogue; 3) Supporting Access to Livelihoods; and 4) Promoting a Good Neighborhood (Locally, Nationally and Regionally).

REQUEST FOR SERVICES

Search For Common Ground (SFCG), with support from the United States Agency for International Development (USAID), is currently implementing in partnership with Chemonics a three-year project, Duteze Imbere Ubutabera, with the overall goal to increase access to justice and enhance the rule of law in Rwanda through improving judicial effectiveness in both formal court mechanisms and community justice (Abunzi); and improving public understanding of judicial system processes and legal rights.. The project will be implemented in the districts of Bugesera, Gasabo, Musanze, Nyamasheke, and Nyaruguru.

To support this project implementation, SFCG is looking to contract 4 radio stations to provide broadcast coverage in the above-mentioned Districts. Under the contract for services, the radio stations will be responsible for broadcasting a weekly one-hour radio program.

SFCG is, therefore, seeking radio stations to submit applications that demonstrate their interest, capacity, and availability for this assignment. It will be a one-year contract, renewable for the duration of the project (up to 30 months maximum).

CRITERIA OF SELECTION

The contracted radio station will be selected based on the following criteria:

The radio station must provide extensive broadcast coverage of one of the mentioned districts or all the facilities in Kigali is a condition sine qua none;
The radio station must have strong listenership and a credible reputation in the target district;
The radio station must have the broadcast equipment and qualified and experienced technician to support during the live shows;
It must be legally registered in Rwanda;
Having worked with other Development and Humanitarian organizations would be an asset. Copies of contracts with these NGOs will be recommended in case of eligibility;
Having worked with SFCG previously would be an asset.

A capacity statement outlining broadcast coverage, estimated audience, station broadcasting facilities, and history and experience producing interactive (live or pre-recorded) radio programs.
A price quotation for airing a one-hour radio program.
