Tenders are invited for Zero-Carbon Bunker Fuel Production; Storage; Supply; And/or Export in Colombia
The objective is to help conduct pre-feasibility studies from a technical; safety; environmental/social; regulatory; financial; and economic perspective for three port locations in Colombia. The objective of this consultancy assignment is to help assess the pre-feasibility of the production; storage; supply; and/or export of zero-carbon bunker fuels at three port locations across Colombia. All longlisted port locations shall be assessed against the backdrop of developing them into pilot investment projects (with the aim of creating bankable projects that can be financed by private or public sector actors) at a later stage. The assessments shall be made comparable to be able to identify those port locations best suited in the short term (first movers); medium term; and long term. Subject to positive results at pre-feasibility stage; all three shortlisted port locations can be developed into pilot investment projects; i.e.; the development of one site does not preclude the development of other sites. The Consultant shall undertake the assignment in two stages: stage 1 and stage 2. Stage 1 will aim at initially assessing a longlist of port locations in Colombia at a high level and create a shortlist of those port locations with the highest potential for being developed into pilot investment projects in the short or medium term. Stage 2 will serve to examine that shortlist in more detail and outline a roadmap with specific recommendations for transforming each of the shortlisted port locations into a pilot investment project for the production; storage; supply; and/or export of zero-carbon bunker fuels.In this assignment; maritime transport serves as the thematic entry point for exploring Colombia-s future zero-carbon fuel economy. On the one; shipping is expected to represent a major demand center for future zero-carbon fuels—in particular green hydrogen-based fuels such as green ammonia or green methanol. On the other hand; shipping is expected to carry large quantities of these zero-carbon fuels from emerging production centers such as Latin America to emerging demand centers such as Europe or East Asia. However; current assignment assessing Colombia-s potential for producing; storing; supplying; and/or exporting zero-carbon fuels should go beyond maritime transport and should certainly include the export potential.Thus; it is very important that zero-carbon bunker fuels should be understood in this assignment as a synonym for any zero-carbon fuels—to be used either by shipping or any other industry locally nationally or internationally. Other industries with strong interests in using these zero-carbon fuels locally or abroad —mostly those based on green hydrogen—are; for instance; fertilizers and chemicals; heavy industries; or aviation. They should be included when considering potential use cases or gauging demand
