Customs revenue mobilization has faced mounting challenges in recent years, particularly as the IRG was compelled to halt exports in October 2022 due to recurrent drone and missile attacks. Moreover, import patterns appear to have shifted to ports outside IRG control areas. This development has further diminished customs and tax revenues collected by the IRG.The team would like to identify and prioritize feasible measures to increase the performance of customs administration, revenue mobilization, and the competitiveness in IRG entry points by reducing time, cost, and uncertainty for compliant trade, given the capacity and institutional gaps and engagement risks. To achieve this objective, the firm will map, quantify, and analyze volumes, underlying drivers, and dynamics of trade in key border points; assess prior conditions and requirements (including policy, administrative measures, and infrastructure); and identify risks and mitigating measures to improve trade and revenue collection.
