Reasons for direct purchasing under the Public Procurement Act: According to Section 40 of the Public Procurement Act, a contracting entity may choose a direct purchase, inter alia, where "the conclusion of the contract is strictly necessary and no provisionsuch deadlines can not be adhered to by the extreme urgency of an unforeseeable, unforeseeable cause of the contract. '
Further information: The X-ray equipment used at the adjudicating entity is out of date. The X-ray (C-arc) is essential for the Central Hospital of Kymenlaaksocutting department in daily operations. In order to continue the operation and related illumination, the procurement unit intends to acquire a similar X-ray device as it is already in use in the Central Hospital of Kymenlaakso. The organization of the competition would take place in the prevailing situationunreasonably long and would be a risk of continuity of imaging imaging. The introduction of a similar device does not jeopardize the contracting entity's cutting operations compared to the situation in which personnel would be forced to engage in training in productioninstead. The acquisition of substitutes for cutting operations is currently difficult by the contracting entity's experience. Training breaks due to training in surgery are a risk for patients and the risk of increased risk of surgery is greatly increased.
