Troms County Council invites potential providers and other relevant market players to provide written input on the draft tender basis for fast ferry connection line 9 Skjerv0y-Kvaenangen. Input is requested on the following appendices and main topics: Procedural rules: Contract length, award criteria and weighting, environmental requirements and documentation of measures to achieve specified maximum emissions, deadlines and any penalty. Requirements for vessels: Minimum number of PAX, requirements for the age of the vessel and others technical or functional requirements. Contract: Proposals for changes or clarifications in the draft contract, as well as whether hybrid solutions are applicable (determines indexing in the contract). Other: A separate price is requested for any collaboration agreement with UNN: A price for preparedness per year and a price for adaptation of vessels. General input: Other conditions that should be considered when designing the basis for the competition. The deadline for input is set for Wednesday 14 October 2026. We apologize for the short deadline. The deadline is due to the need for political consideration and the goal of having signed a contract at least two years before the start of the project the contract period.
