Submitting a proposal in response to this RFP constitutes an acceptance of the terms indicated

proposal of any entity, as the case may be, that fails or refuses to comply with, or accept, such
terms.

obligates the Global Fund to award a contract, nor does it commit the Global Fund to pay any

to a Request For Quotation (RFQ-s)”. In the event that you do not have a Supplier Id in
TGF Sourcing Application, please send an email with sufficient notice to

3. Proposals must be submitted in TGF Sourcing Application, and received by the Global
Fund by the RFP Closing Time and at the RFP Closing Date, all as indicated in the above
RFP Information Table.
4. Unless otherwise indicated, proposals shall be submitted in pdf and should be divided in
two separate folders, one containing your cost proposal and one containing your technical
proposal.
The subject line of your attachment must be labelled as follows:

ATTACHMENT A
STATEMENT OF WORK
I. INTRODUCTION
Led by the Inspector General, the mission of the Office of the Inspector General (OIG) is to provide
the Global Fund Board with independent and objective assurance over the design and
effectiveness of controls in place to manage the key risks impacting the Global Fund`s programs
and operations.
II. BACKGROUND
As part of its annual workplan, the OIG conducts around 12 audits of the health programs it
supports in various countries. These audits include the Global Fund Secretariat-s grant portfolio
management processes, as well as focused in-country planning and execution (fieldwork).
The OIG is seeking applications from Service Providers that are able to supply, on an ad-hoc basis
as required:
• Lot A: Senior Auditors (one of whom may act as Team Leader) and Junior Auditors.
Companies only may bid for this lot.
• Lot B: Monitoring and Evaluation (M&E) Specialists (Seniors and Juniors), and Public
Health Specialists, with in-depth knowledge of HIV, tuberculosis and malaria and/or health
system strengthening matters (Seniors and Juniors). Both companies and individuals may
bid for this lot.
• Lot C: Procurement and/or Supply Chain Management Specialists (Seniors and Juniors).
Both companies and individuals may bid for this lot.
The Service Providers may bid for one or more of the aforementioned Lots. The
Agreements will be awarded on a lot by lot basis.
The specific resources required on each audit will vary depending on various factors (country
context, grant characteristics, risk factors identified, etc.). On an annual basis, the OIG conducts
a general institutional and portfolio-level risk assessment that leads to the development of an
annual work program approved by the Audit and Finance Committee. This work program may be
altered throughout the year if business circumstances or risk factors change. Aside from this
portfolio-level risk assessment, a separate engagement-level risk assessment is also performed at
the planning stage of each audit to further refine the scope of the audit. The risk assessment
performed at the early stage of each audit will inform the requirements for the audit and, thus,
the skillsets necessary to conduct the engagement. For planning and coordination purposes, OIG
will share in advance with the selected providers, as needed, the annual work program and
tentative general target timeframes to conduct the different engagements. However, both the
timing, the scope and the skills requirements of each audit are all subject to change.

Whilst the OIG does not expect the selected providers to have detailed knowledge of, or specific
familiarity with, the Global Funds grant portfolio initially, it is expected that they progressively
build this institutional familiarity with both the Global Fund and the OIG. Therefore, the staffing
for each engagement will vary based on specific circumstances, needs and availability. The
selected providers will be expected to demonstrate a strong commitment to build continuity
through repeat assignments.
These resources would support the OIG teams in selected program sites in-country for a period of
one to five weeks. As such, they need to be fluent in English (and working knowledge of other
languages, particularly French, is desirable depending on the country that is being audited).
The exact number of resources for an engagement, as well as the exact scope of work to be
performed, will be specified to the contractor following each country-s risk assessment.
Typical requirements, for indicative purposes and to assist the bidder in responding to the RFP,
are as follows:
Level of effort:
• For the audit planning mission, 1-2 weeks:
o Lot A: 1 Senior Auditor, acting as Team Leader;
o Lot B: one Public Health specialist and/or one M&E specialist; and
o Lot C: one PSM specialist.
• For the audit execution (fieldwork mission), 4-5 weeks:
o Lot A: 4 to 5 Senior auditors and 4 to 5 Junior auditors;
o Lot B: one to two Public Health specialists and/or one to two M&E specialists; and
o Lot C: one to two PSM specialists.
III. TERMS OF REFERENCE
A. Objectives of the Consultancy
Each specific audit objective is defined following the audit planning stage/country risk
assessment. The audits will assess the current and potential future arrangements for ongoing and
prospective grants to the specific country where the audit will take place. The audits will focus on
the period to be determined after each country-s risk assessment.
B. Methodology and tasks for in-country field work:
Service Providers may bid for all or part of the following lots.
The following chapter contains a short description of each service type as well as a list of typical
deliverables and preferred competencies. The various deliverables and competencies will change
depending on the specific nature of the project, for which the Applicant is required to respond.
