Description: The World Bank Digital Skills Training for All Romanians (DIGITAL STARs) program aims to strengthen digital literacy across Romania. The project involves developing two major eLearning resources:a) A comprehensive, self-paced blended eLearning course on basic digital skills for citizens, tailored for 100, 000 Romanian citizens, with a focus on disadvantaged groups.b) A tutorial to train over 700 public librarians across Romania as digital skills instructors to facilitate the eLearning course for citizens.The vendor's scope is to fully develop both eLearning resources - the course for citizens and the librarian tutorial - from concept to final delivery, ensuring alignment with Romania's national digital skills framework. This includes:Instructional design and content development for both resources aligned to the framework competenciesInteractive, multimedia-rich learning modules with gamification and hands-on activities for both resourcesAccessibility and mobile-responsive design for both the course and tutorialParallel content development in English and Romanian for both resourcesIterative prototyping, user testing, and quality assurance of both productsThe end-to-end development will involve instructional design, content creation, visual design, coding/programming, testing, and final deployment of the comprehensive eLearning course for citizens and the tutorial for librarian instructors.

Project Overview:

The World Bank is seeking experienced vendors with strong capabilities in eLearning development to design and execute one high-quality eLearning course and one tutorial aimed at advancing basic digital skills in Romania. This initiative, part of the Digital STARS project, collaborates with the Ministry of Research Innovation and Digitalization (MoRID) to foster a comprehensive digital skills development program utilizing existing public libraries as dynamic digital hubs.

The initiative involves creating one course and one tutorial. The course targets 100, 000 Romanian citizens to enhance basic digital skills as outlined by the European Commission, and the tutorial to train over 700 trainers, primarily library administrators, who will implement the train-the-trainer programs. The courses will be based on the Romania Digital Competence Framework (DigCompRO) and related curriculum guidelines. This effort aims to elevate the digital skills of vulnerable and disadvantaged groups through structured educational programs tailored to their needs, incorporating elements such as digital literacy, media literacy, and digital content creation.

Project Objectives:

A.To develop one eLearning course and one tutorial:

A.1. Basic Digital Skills course for 100, 000 citizens.

A.2 Train-the-Trainer (ToT) tutorial for over 700 librarians.

B.To align course content with the Romania Digital Competence Framework (DigCompRO).

C.To facilitate digital inclusion and improve digital skills across diverse population segments.

We invite vendors with a proven track record in delivering large-scale eLearning solutions to apply. The selected vendor will be responsible for the end-to-end development of these courses, including instructional design, content development, multimedia production and assessment. They will demonstrate robust instructional design expertise, domain knowledge of digital skills building, effective project management skills, and stringent quality assurance processes to ensure the delivery of both the course and the tutorial adhere to the highest standards. The project demands the ability to meet tight deadlines without compromising the quality of deliverables. The courses need to be developed in English and Romanian, emphasizing practical, engaging, and accessible learning experiences for a diverse non-digitally savvy audience.
