PROJECT SCOPE
MPAC intends to engage a third-party service provider to deliver confidential whistleblowing intake services for its established Whistleblowing Program (“WBP”). The provider will offer secure, anonymous, and confidential channels for employees, property taxpayers, and other stakeholders to submit reports of suspected fraud or irregular activity involving MPAC resources. The provider-s responsibilities are limited to receiving, documenting, and securely transmitting reports to MPAC; all assessment, investigation, resolution, and reporting of outcomes will be handled internally by MPAC. The provider must support multiple intake channels, maintain confidentiality and data integrity, comply with applicable privacy laws, and ensure operational coverage to accommodate unknown report volumes.
