Description
The Navy-s Maritime Industrial Base (MIB) Program Office is seeking industry partners to establish and operate at least one, and potentially more than one, accelerated training site(s). The white paper submission requirements for initial responses to this notice and the process by which any agreements will be made are outlined in this notice.
The Navy-s Accelerated Training in Defense Manufacturing (ATDM) program in Danville, Virginia, delivers intensive, high-throughput workforce training to address critical skill shortages in the maritime industrial base. This effort will adapt and leverage the accelerated training model for at least one West Coast location, providing the critical skill sets and training in advanced technologies needed to support the maritime industrial base, while establishing a process that is repeatable and scalable for future locations.
The West Coast will serve as the next region for establishing an accelerated training facility tailored specifically for the maritime industrial base, expanding program capacity to produce a steady flow of job-ready technicians in high-demand trades. The ATDM program in Danville, VA offers accelerated training in five tracks of learning: welding, CNC machining, additive manufacturing, non-destructive testing, and quality control inspection. The West Coast location(s) may include some or all of these training tracks, but will ultimately train in those skills critical to meet local or regional demand signals. This expansion will strengthen the regional workforce and accelerate the readiness of skilled labor to support Navy and other government maritime and sustainment programs nationwide.
The Navy anticipates executing this effort under Other Transaction Agreements (OTA or Agreements) authorized by 10 U.S.C. § 4022, partnering with one or more participants that meet at least one of the conditions in 10 U.S.C. § 4022(d).
