The City of Cleveland (City) Division of Assessments and Licenses (DAL), Department of Building and Housing and the Division of Parking Facilities is soliciting proposals from qualified firms interested in providing a web-based electronic payment software solution. A user-friendly software solution that is capable of providing real time data and robust reporting. The software product will be used to conduct payment transactions including those that pertain to licenses, permits, tax assessments, invoices, violation notices and parking fees for the City. The software product will be able to provide Integrated Voice Recognition (IVR) functionality that is fully integrated with the web based platform, and thus seamless to our constituents. The solution should support all major credit cards, debit cards (PIN-based and PIN-less), e-check, and ACH transactions. Payments for collection and processing of payments can be via the internet, interactive voice response (IVR), key entry, point-of-sale devices, walk in, payment kiosk, and possibly others.All Proposers are advised that any software solution proposed must work in conjunction with the City of Clevelands Advantage Financial Management Information System (FMIS) software. Advantage is a CGI Group-developed Electronic Resource Planning (ERP) system installed by the City in January 2010. In addition, the software solution must be able to interface with Accela, the City of Clevelands Licensing and Permitting software, which was installed in 2005.
