THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1), single source for purchase not exceeding the simplified acquisition threshold, to:

Description of Requirement: The contractor shall provide a Water Quality Probe that has the capability to measure NO3‐N as well as additional water parameters including: organic carbon, turbidity, and temperature. Measurements should be made via a single optical pathway to facilitate using a single cleaning device. The probe must also show long term stability with minimal to no maintenance. The sensor, software to drive it, and all data produced by it, must be compatible with sensors that are currently inuse by scientists in our unit. More specifically, we need a multi‐parameter water quality probe that matches ourcurrent in‐house lineup of Spectrolyser V3 sensors produced by a scan. The need for multiple single‐parameter probes does not allow for a single probe capable of measuring multiple parameters which allow for more accurate and consistent research measurements. Thus, one utilizing one instrument versus multiple ultimately reduces the volatile efforts of employing multiple laboratory equipment pieces creating the potential and likelihood for more inaccuracies within the diagnostic procedures.
