I. ABOUT THE AGENCIES



A. The Department of Environment

The Department of Environment is a Government agency within the Ministry of Health, Wellness and the Environment in the Government of Antigua and Barbuda.

The overall mission of the Department of Environment (DOE) is the Implementation of the EPMA (2015) which includes the reduction of pollution from all sources. The DOE provides technical advice on the environment and to design and implement projects on behalf of the Government and the people of Antigua and Barbuda. These interventions are designed to protect and enhance the country's environment, as well as seek common solutions to national, regional and global environmental challenges.

B. Central Housing and Planning Authority (CHAPA)



The Authority-s mandate is to provide affordable shelter for low and middle income persons. CHAPA endeavor to enhance and increase the organisation's capacity to continue and assures the effectiveness of the Central Housing & Planning Authority (CHAPA) as a provider and administrator of affordable housing programmes and land sales for low income persons.



Central Housing & Planning Authority (CHAPA) recognises the critical role of housing in the enhancement quality of life for all citizens and the pivotal role that housing construction plays in generating economic activity for our society.it also recognizes that resilient housing is a key objective for Antigua and Barbuda.



The Slum & Clearance and Housing Act CAP. 404 guides the operation of the entity.

Central Housing & Planning Authority (CHAPA) will expand and supply and quality of rental homeownership by building safe, resilient and attractive communities for the families it serves, improving the quality of life for the disable and all residents.



C. National Housing Development and Urban Reconstruction (Renewal)



National Housing Development and Urban Reconstruction project is a government Statutory Cooperation initiative under the Ministry of Housing, Lands and Urban Renewal focused on providing affordable and quality housing for the Antiguan and Barbudan population. The project encompasses a total of three construction sites namely Dredge Bay, Cooks Estate and Paynters

II. PURPOSE AND OBJECTIVE OF CONSULTANCY

Background information on Sewage Management in Antigua and Barbuda



Between 1966 and 2010, several wastewater management studies have been conducted:

· PAHO Study. Done by the Pan American Health Organization in 1966.

· Venezuelan Study. It was conducted in 1978 by the Venezuelan government. The service area included 190 acres of commercial area, and 944 acres of residential area. If implemented by 1980, the plan would service a population of 58, 000 persons projected for the year 2000.

· APUA Study. The Antigua Public Utilities Authority (APUA) commissioned this study in 1986. This considered the same service area of the Venezuelan Study.

· Report on PAHO Feasibility Studies and Proposals for a Sewerage System. This was done in 1992. It would have serviced only 6, 070 persons which represents less than 15% of the present population.

· OECS Study. It was published in 1996 examining the need of wastewater treatment on the countries who are members. It also used the Venezuelan study but increased the service area to 1, 976 acres.

· BiWater Proposal. Submitted in 2005 based on phases of collection and implementation. This is the main report provided by the Department of Environment for the validation of previous studies under our Terms of Reference. Therefore, an additional chapter will be dedicated to a review of this report / proposal in further detail.

· The Caribbean Water Treatment report. Presented in August 2010 and contracted by the Environmental Division of the Ministry of Agriculture.

· UNOPS report. Conceptual Design Review of Sewer Treatment System(s) for St. John-s, Antigua



Additional studies related to wastewater management and contracted by the Global Environment Facility through their initiatives: Sustainable Island Resource Management Mechanism (SIRMM) and Integrating Watershed and Coastal Area Management (IWCAM) have more recently been undertaken. Also, United Nations Human Settlements Programme (UN-HABITAT) discussed the problems of the improper wastewater management in Antigua and Barbuda in their document National Urban Profile.





Wastewater management is integral to the projects conducted by DOE, CHAPA and NHD which will require the disposal of wastewater and sewage for the various housing projects in the island, and at the McKinnon-s Sewage Treatment Facility. A Wastewater/Sewage Engineer is needed to evaluate, plan, design and perform consulting services for water, wastewater and waste handling projects.



III. SCOPE OF WORK



The scope of work for the Engineer is understood to cover all the activities necessary to accomplish the stated objectives including but not limited to the following:



i. Research, analyze, recommend and design wastewater treatment systems and sludge treatment or disposal methods. These include the use of non-mechanical forms of sewage management at the home and community level;

ii. Provide technical support on waste water resource or treatment issues to government agencies

iii. Partner with the Data Management Unit of the Department of Environment and other designated bodies of CHAPA and NHD to conduct water quality studies to identify and characterize water pollutant sources

iv. Assess capacity gaps in sewerage/wastewater operations and recommend measures to address the most pressing capacity gaps. Where specialist technical expertise and services are required, the consultant shall assist in preparing terms of reference for such services;

v. Identify and design alternatives for the development of new water resources

vi. Write technical reports related to wastewater treatment feasibility and performance

vii. Design water or wastewater lift stations, including water wells

viii. Review and critique proposals, plans, or designs related to water or wastewater treatment systems and assist with the permitting process;

ix. Provide technical direction or supervision to junior engineers, engineering or computer-aided design (CAD) technicians, or other technical personnel

x. Develop or where applicable, review and update existing standard operating procedures and O&M manuals for all sewer network facilities and equipment and provide on-the-job training to management and operations staff on an on-going basis about the use of standard operating procedures and manuals;

xi. Perform of inspections of water and wastewater facilities and prepare summary reports of findings, including cost estimates for repair

xii. Design or select equipment for use in wastewater processing to ensure compliance with government standards

xiii. Design and Oversee the construction of decentralized or on-site wastewater treatment systems, including reclaimed water facilities and constructed wetlands

xiv. Supervising the operation and maintenance of water and sewage infrastructure

xv. Conduct feasibility studies for the construction of facilities, such as water supply systems, run-off collection networks, water and wastewater treatment plants, or wastewater collection systems

xvi. Review existing sewer and plant maintenance practices and develop comprehensive maintenance program for all sewer network facilities and equipment. The maintenance management program shall include, but not be limited to: (i) corrective maintenance; (ii) preventive maintenance; (iii) recommendations and a plan for implementation of a computerized maintenance management system; (iv) systems and simple procedures for planning, scheduling and recording of all maintenance activities that can be easily used by government agencies operational staff with minimal training;
