Description: On 1 April 2019, after a tender, the framework agreements for the Main Contracts 2019-2028 started. Ceiling amounts are included in the framework agreements. Up to this amount, assignments can be switched off immediately with the main contractor of a plot, without the order being tendered. Assignments above the ceiling amount must always be tendered. However, since the start of the framework agreements have been unforeseen circumstances within the meaning of art. 380d Jo. 2.163E Public Procurement Act occurred, which means that there is a desire to change the amount of the ceiling amounts. The COVID-19 Pandemie and the war in Ukraine have caused an unprecedented price increase in the construction sector that Schiphol could not have foreseen in the preparation of the tender. At present, many projects that could have been awarded under normal circumstances under the Main Contracts can no longer be granted immediately.
