Project Description:
The Vitebsk Regional Communal Unitary Enterprise Of Water Supply And Sewerage System Vitebskoblvodokanal (the “Client”, the “Company”) has requested the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) to provide funding to finance installing around 80 stand-alone small-scale iron-removal facilities to improve water supply quality in 80 small settlements across the Vitebsk Oblast with focus on excess iron removal from the ground water (the “Project”).
Assignment Description:
The Client now intends to select and contract a consulting company (the Consultant) to support the Company and the Project Implementation Unit (the “PIU”) in all aspects of Project implementation, including preparation of design, technical specifications, tender documentation, assistance with tendering, tender evaluation and contract finalisation, administration and supervision of the contract implementation including the implementation of the Environmental and Social Action Plan (“ESAP”), as well as set up of the disbursement system (the “Assignment”), on the basis of the Request for Proposal (RFP) in attachment.
The expected outcome of the Assignment is to ensure timely and successful implementation of the Project, including preparation of necessary designs and technical specifications, organizing procurement of all related goods and works in compliance with the EBRD-s PP&R and relevant environmental and social policies of the Banks and with due regard to the legislation of the Republic of Belarus.
The selected Consultant is expected to provide the following services:
Overall project management support as required;
Design the works and prepare technical specifications for goods;
Arrangement of tender documents for procurement of works and goods;
Arrangement of the tendering procedure for works and goods, including evaluation of tenders and drafting tender evaluation reports;
Administration of contract implementation including, where appropriate, works supervision; and,
Arrangement of timely disbursements under the contracts.
Consultant Selection Procedure: Single stage open competitive selection
Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.
Assignment Start Date and Duration: The Assignment is expected to start in Q3 2019 and has an estimated overall duration of 30 months.
Cost Estimate for the Assignment: EUR 310, 000 (exclusive of VAT).
Funding Source: It is anticipated that the contract will be financed by EBRD-s Shareholder Special Fund (SSF). Selection and contracting is subject to the availability of funding.
Eligibility: There are no eligibility restrictions based on the consultant's country of origin.
