PRE-SOLICITATION NOTICE

Solicitation No.: 19GE5020R0007

The American Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for:

Video Surveillance Border Towers; Presevo, Serbia.

The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract during the second quarter of calendar year 2019.

The US Department of State has a requirement for three video surveillance towers to be installed along Serbia s southern border. A prime contractor is sought with security/surveillance system expertise to provide for both:

the supply, installation, and turnkey operation of a video surveillance system, and the design and construction of three free-standing towers. Each of the three sites shall be composed of high-resolution cameras, and related support and transmission equipment, mounted on new freestanding towers, varying between 10 and 20 meters in height. Additionally, the contractor shall equip an off-site command and control center to perform control and monitoring activities for the three camera sites. The contractor will provide introductory training on how to perform basic operator functions.

It will be necessary for contractors to have a track-record of past experience in successfully completing similar security/surveillance projects in both scope and magnitude to that described in this notice. Furthermore, it is expected that the offeror have previous experience managing projects in an international environment.

The magnitude of this project is anticipated to be between $500, 000 and $1, 000, 000 U.S. Dollars for the entire project.
