Synopsis: *** National Oceanic & Atmospheric Administration's (NOAA's) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Innovasea Marine Systems Canada, Inc. in Bedford, Nova Scotia, Canada for Vemco transmitters and acoustic receivers.***The sole source determination is based on the NOAA's Northwest Fisheries Science Center (NWFSC) need for Vemco transmitters and acoustic receivers for research projects of assessing the factors affecting the behavior and survival of Chinook salmon.Innovasea Marine Systems Canada, Inc. is the only company with the proprietary technology to produce transmitters compatible with the receiving devices currently moored in marine waters along the coast of Washington State and Puget Sound. In order to successfully match a tagged animal ID to its time of arrival at a hydrophone location, the transmitters must be fully compatible with the receiving hydrophone. The Vemco division of Innovasea Marine Systems Canada, Inc. is the sole source and Vemco is the manufacturer of the Vemco transmitter and Vemco acoustic receivers and the only source to offer these products that are exclusive to their systems.In 2003, VEMCO, a vendor that specialized in the design and manufacture of electronic systems for underwater acoustic telemetry, aquatic animal tracking, positioning and data logging, was acquired by Amirix Systems Inc.On November 30, 2017, InnovaSea Marine Systems Canada, Inc. acquired Amirix Systems, Inc.***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
