Work Location : State-wide Website:www.vasap.virginia.gov Summary:The Commission on the Virginia Alcohol Safety Action Program (VASAP) seeks proposals from qualified consulting firms or research organizations to support a comprehensive policy review of Virginia’s statutory and programmatic framework governing driving under the influence of alcohol or drugs (DUI). The selected contractor will assist the Commission in convening and facilitating a multidisciplinary work group and conducting a structured evaluation of current laws, administrative practices, and alcohol safety program requirements in the Commonwealth. The study will assess the extent to which Virginia’s DUI-related provisions—including alcohol safety programs and ignition interlock requirements—effectively protect public safety and reflect a prevention-oriented approach to impaired driving. The contractor will also conduct comparative research examining approaches used in other states, including judicial and administrative license suspension policies associated with DUI charges or convictions. Additional analysis should include penalties related to reckless driving offenses where the court has reason to believe alcohol or drugs were involved, as well as the degree to which Virginia’s framework aligns with national highway safety standards and guidance, including those issued by the National Highway Traffic Safety Administration (NHTSA). The contractor will be expected to synthesize legal, programmatic, and public safety data and identify best practices, emerging trends, and potential policy gaps relevant to the Commonwealth.
