Tenders are invited for Vang Vieng Landfill Improvements.


1. The Lao People-s Democratic Republic has received a financing from the Asian Development Bank (ADB) toward the cost of Second Greater Mekong Subregion Tourism Infrastructure for Inclusive Growth Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of the ADB.

2. The Ministry of Information, Culture and Tourism (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Vang Vieng Landfill Improvements (“the Works”):

3. International Competitive Bidding will be conducted in accordance with ADB`s SingleStage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of ADB as described in the Bidding Documents.

4. Only eligible Bidders with the following key qualification should participate in this Bidding:

• Financial Criteria: Submission of audited financial statements or, if not required by the law of the Bidder-s country, other financial statements acceptable to the Employer, for the last three (3) years (2017, 2018 and 2019) to demonstrate the current soundness of the Bidder-s financial position. As a minimum, the Bidder-s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

• Cash Flow Capacity: Availability of, or access to, liquid assets, lines of credit, and other finances sufficient to meet any possible cash flow requirement at least US$450, 000 (United States Dollars Four Hundred Fifty Thousand), net of Bidder-s current commitments. If a Bidder is a joint venture, all partners combined must meet the requirement amount, one partner must meet at least 40 percent of the required amount and each other partner(s) must meet at least 25 percent of the required amount.

• Minimum average annual construction turnover of US$3, 600, 000 (United States Dollars Three Million, Six Hundred Thousand), calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (2017, 2018, and 2019). If a Bidder is a joint venture, all partners combined must meet 100 percent of the required amount, one partner must meet at least 40 percent of the required amount and each other partner(s) must meet at least 25 percent of the required amount.

• Experience Criteria: Participation in at least one (1) contract that has been successfully or substantially completed within the last five (5) years (2015, 2016, 2017, 2018 and 2019) and that is similar to the proposed works, where the value of the Bidder-s participation exceeds US$2, 900, 000 (United States Dollars Two Million, Nine Hundred Thousand). The similarity of the Bidder-s participation shall be based on the physical size, nature of works, complexity, methods, technology, or other characteristics as described in Section 6 (Employer-s Requirements).

A complete set of Bidding Documents in English in hard copies may be purchased by interested Bidders at the address given below from 8:30 to 11:30 hours in the morning and 13:30 to 16:00 hours in the afternoon on all working days and upon cash payment of a nonrefundable fee of US$ 200 or its equivalent in Lao Kip2, 000, 000. Other than payment of nonrefundable fee, there are no other conditions for the purchase of the Bidding Documents. 7. A site visit conducted by the Employer will be organized on 29 September 2020, 09:00 hours (Lao Time), while a Pre-Bid meeting will take place on 30 September 2020 at 10:00 hours (Lao time) at Meeting Room 4th Floor, Meeting Room of the Tourism Development Department.
