The proposed contract requirement is for the purchase of an annual subscription of VAE, Inc.-s IT PIE software for the United States Naval Observatory, Washington, D.C., for which the Government intends to solicit and award, on a sole source basis, a Firm-Fixed-Price Purchase Order to VAE, Inc. per the attached Sole Source Justification. As a result, this requirement will not be set aside for small business concerns. The activity's small business office concurs with this determination.
