In 2001, the Moreno Valley City Council established Moreno Valley Utility (MVU). The utility began serving its first customers on February 6, 2004, in the Promontory Park subdivision at Cactus Avenue and Moreno Beach Drive. Since then, MVU has grown to serve approximately 9, 000 customers and provides a full range of utility services, including customer support, meter reading, billing, emergency response, and infrastructure support for new residential and commercial developments within its service area.As a relatively young utility, MVU has seen a rapid growth in residential and commercial customers. The City may enter into agreements with multiple Vendors as a result of this RFP.This RFP is expected to result in the selection of a Vendor(s) with whom MVU will execute an agreement. Under the resulting Master Sales Agreement, MVU will have the option to purchase the selected Vendor(s) BESS on a project-by-project basis over the term of the agreement. The selected Vendor(s) shall be responsible for the sale and warranty of safe and reliable operation of the proposed BESS over a minimum of 15-year period. The Vendor(s) can include services for construction labor, engineering, installation, testing and commissioning, if the Vendor(...
