U.s. Department of agriculture (usda) intends to issue an rfp for vertical, high resolution, direct digital orthorectified imagery to support various government geographic information system (gis) programs. The location of the scope of work for the 2018 national agriculture imagery program (naip) collection will acquire imagery for approximately one-third of the continental united states.





National agriculture imagery program (naip) imagery is intended to provide current information of agricultural conditions in support of usda farm programs. For usda farm service agency (fsa), the imagery provides a base map for activities such as crop compliance, acreage reporting, environmental compliance, conservation reserve program (crp) compliance, and farm records maintenance. The naip imagery is generally acquired in projects covering full states in cooperation with partnering agencies, who use the imagery for a variety of purposes, including land use planning and natural resource assessment. Naip imagery is also used for disaster response, often providing the most current pre-event imagery.



This requirement shall be a full and open competition, requiring a submission of a small business subcontracting plan with small business subcontracting participation as an evaluation factor in accordance with federal acquisition regulation (far) 19.708(b). The primary naics code for this procurement is 541922, commercial photo with a small business size standard of $7.5m.



The government anticipates multiple award contract(s) with a period of performance (pop) of one (1) year. The selection process will be conducted in accordance with far part 15 source selection procedures. Proposals will be evaluated on technical, including past performance, proposed small business subcontracting participation (15 u.s.c. 637(d)(4)(g)(i)) and price.
