The U.S. Coast Guard (USCG) Office of Data and Analytics (CG-ODA) provides this notice of intent to award a firm-fixed-price sole source contract under a Blanket Purchase Agreement (BPA) to JPI. This notice is for informational purposes only and is not a request for competitive quotes.

Description of Requirement

The USCG Office of Data and Analytics (CG-ODA), a specialized office established in 2022 to treat data as a strategic asset, requires uninterrupted, specialized services in Data Management, Data Analytics, Data Governance, and Data Integration. The contractor provides the analytical foundation for high-level strategic decisions, directly supporting the USCG Force Design 2028 by analyzing personnel data, modeling capabilities, and measuring the success of new initiatives. These services are essential for transforming raw data into an asset and supporting senior leadership decision-making.

The required services include:

Analytical Foundation: The contractor provides data analysis, modeling, and insights that inform strategic decisions. This includes:

Talent Management: Analyzing personnel data to identify retention problems, predict future staffing needs, and modeling effective career paths.

Capabilities Analysis: Modeling the operational effectiveness of new assets like cutters or drones to ensure the best return on investment.

Measurement of Progress and Success: The contractor is responsible for collecting and analyzing the data to validate the effectiveness of Force Design 2028 initiatives, creating dashboards, metrics, and reports that senior leadership uses to answer the question: "Are these changes actually making the Coast Guard better?"



The anticipated period of performance for this action is four (4) months extension.
