7 Dec 25 - Title correction.

1. The United States Space Force (USSF) Space Systems Command (SSC) Space Combat Power (SCP) Program Executive Office is releasing Request for Prototype Proposal (RPP) FA8819-25-9-1002 for the USSF Space Based Interceptor (SBI) LOE 2M. SSC/SCP will be looking for kinetic midcourse solutions only. The Government intends to competitively award multiple fixed price Other Transaction Agreements (OTA) for the USSF SBI program in accordance with 10 USC 4022. In addition, the Government anticipates the awards will also incorporate Prize Competitions in accordance with 10 USC 4025. This courtesy Notice of Contract Action shall not be construed as an obligation on the part of the Government and does not commit the Government to making any awards.

2. ACCESS TO SOLICITATION DOCUMENTS

The RPP Bidders Library is available upon request to eligible companies that are currently authorized to access unclassified export controlled technical data/critical technology on an equally favorable basis in accordance with DODI 5320.25. Companies must provide an approved DD Form 2345, Militarily Critical Technical Data Agreement, to demonstrate eligibility to receive the Bidders Library. Obtaining an approved DD Form 2345 is accomplished via the Defense Logistics Agency (DLA) Joint Certification Program at https://www.dla.mil/Logistics-Operations/Services/JCP/. Eligible companies also need to submit JWICS points of contact. The Government may release classified information as part of the Bidders Library. The Government-s eligibility verification process will generally take 1-2 days. Following receipt of all required information, verification of an approved DD Form 2345, and access approval, the Government will provide further instructions directly with the RPP release, or when access approval is granted, whichever occurs later.
