Invitation to Bid for CONSTRUCTION OF AREA DRAIN WITH INTERCEPTOR CANAL, DEPARTMENT OF MILITARY SCIENCE AND TACTICS, UPLB, COLLEGE, LAGUNA

1. The U.P. LOS BAA`OS, through the GOP through UPLB-Reprogrammed Funds intends to apply the sum of a‚+/-1, 555, 122.75 being the Approved Budget for the Contract (ABC) to payments under the contract for UPLB-IF-016-03-20. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The U.P. LOS BAA`OS now invites bids for CONSTRUCTION OF AREA DRAIN WITH INTERCEPTOR CANAL, DEPARTMENT OF MILITARY SCIENCE AND TACTICS, UPLB, COLLEGE, LAGUNA. Completion of the Works is required ONE HUNDRED FIFTY (150) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act.-

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from U.P. LOS BAA`OS and inspect the Bidding Documents at the address given below from 8am-5pm.

5. A complete set of Bidding Documents may be acquired by interested Bidders through the BAC Secretariat starting on 16 March 2020 (8:00 am-5:00 pm) with office address indicated below for a non-refundable bidding documents fee amounting to Five Thousand Pesos (a‚+/-5, 000.00). Payment will be made directly at UPLB Cashiers Office from 8:00 am to 3:00 pm only.

6. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the BAC website of the UP Los BaA+/-os, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

7. The U.P. LOS BAA`OS will hold a Pre-Bid Conference on 23 March 2020 (Monday), 11:45 am at SPMO Conference Room, SPMO Building Rambutan Road, College, Laguna, which shall be open to prospective bidders. Site inspection shall be required and scheduled on the same date after the pre-bid conference.

8. Bids must be duly received by the BAC Secretariat at the address below on or before 6 April 2020 (Monday); 1:30 PM. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening will follow shortly after the deadline of the submission of bids at UPLB SPMO Conference Room. Bids will be opened in the presence of the bidders- representatives who choose to attend at the address below. Late bids shall not be accepted.

9. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section III, Bid Data Sheet, ITB Clause 12.1 (a) (IV).

10. The University of the Philippines Los BaA+/-os reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
