REQUEST FOR EXPRESSION OF INTEREST FOR THE UPDATING OF GPS & GIS MAPPING (INCLUDING SITE ASSESSMENT), FOREST LAND USE PLAN (FLUP), ECOLOGICAL PROFILE, COMPREHENSIVE LAND USE PLAN (CLUP), COMPREHENSIVE DEVELOPMENT PLANS
1. Municipality of Sikatuna, Bohol through the local fund-LDRRM Fund intends to apply the amount of Six Hundred Thousand Pesos (Php600, 000.00) being the Approved Budget for the Contract (ABC) to to defray the payment under the contract for the Updating of GPS & GIS MAPPING (INCLUDING SITE ASSESSMENT), FOREST LAND USE PLAN (FLUP), ECOLOGICAL PROFILE, COMPREHENSIVE LAND USE PLAN (CLUP), COMPREHENSIVE DEVELOPMENT PLANS. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. The Municipality of Sikatuna, Bohol now calls for the submission of eligibility documents for the Updating of GPS & GIS MAPPING (INCLUDING SITE ASSESSMENT), FOREST LAND USE PLAN (FLUP), ECOLOGICAL PROFILE, COMPREHENSIVE LAND USE PLAN (CLUP), COMPREHENSIVE DEVELOPMENT PLANS. Eligible documents of interested consultants must be duly received by the BAC Secretariat on or before December 28, 2018, 2:00 P.M. at the office of the BAC Secretariat, Sikatuna Town Hall, Poblacion I, Sikatuna, Bohol. Applications for eligibility will be evaluated based on a non-discretionary -œpass/fail- criterion.
3. Interested bidders may obtain further information from the BAC Secretariat and inspect the Bidding Documents at the address given below during 8:00 AM to 5:00 PM.
4. A complete set of bidding documents may be acquired by interested bidders on December 21, 2018 to December 28, 2018 from the address below upon payment of non-refundable fee in the amount of One Thousand Pesos (Php1, 000.00).
5. The BAC shall draw up a list of consultants from those who have submitted Expression of Interest including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184, otherwise known as the -œGovernment Procurement Act-, and its implementing Rules and Regulations (IRR). The Shortlist shall consist of five (5) prospective bidders who will be entitled to submit their bids. The Criteria and rating system for short listing are:

6. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the IRR of RA 9184.
Bidding is restricted to Filipinos citizens/sole proprietorships, cooperatives, and partnership or organization with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
7. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS), (Least Cost Selection) procedure. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The Criteria rating system for the evaluation of bids shall be provided in the Instruction To Bidders.
8. The Contract shall be completed within Eight (8) months
9. The Municipality of Sikatuna, Bohol reserves the right to reject any and all bids, declare a failure of bidding, or not award the contact at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
