PURPOSE OF THE ASSIGNMENT
UNICEF Country Office in Malaysia will be relocating its main office from central Kuala Lumpur to Putrajaya, approximately 40 kilometers south. The relocation to new premises, shared with several other UN agencies, will involve 37 staff. The fundraising arm of the Office will remain in the current location in central Kuala Lumpur, with the staff number remaining in Kuala Lumpur expected to reach also 37 persons. The relocation will involve migration of existing and implementation of new ICT services and infrastructure to support both locations. The relocation project is expected to be completed by 1st February 2018.
The consultant will work under the supervision of the UNICEF Malaysia Operations Manager. The work requires close collaboration with UNICEF ICT Assistant, Regional ICT team, the external project manager for the office relocation project, Procurement Section and stakeholders from other UN agencies.
As part of this assignment, he/she will be expected to take on the lead role in planning, coordinating and overseeing the migration of existing ICT services and implementation of new ICT services in both the locations to ensure minimum or no disruption to UNICEF Malaysia office business operations.. The work will also involve technical consultancy for the design of ICT infrastructure and services for a multi-agency office configuration, identification of suitable technical solutions supporting access to common facilities in compliance with UNICEF policies and standards, adequate capacity planning to meet anticipated future requirements and planning. A preliminary list of requirements and needs has been prepared by the UN Operations Management and the Regional ICT Team. The role of the contractor will be to build on the ICT decisions made, establish a work plan for delivery, define the risks and put in place mitigation measures and manage the implementation of that plan according to agreed timelines.
MAIN RESPONSIBILITIES AND TASKS
Provide ICT project management and technical consultancy and hands-on services to UNICEF Malaysia Country Office on ICT aspects of the office relocation project, associated migration and implementation of new ICT infrastructure and services and resolution of arising issues;
In conjunction with the business stakeholders at both UNICEF Malaysia locations identify and document specific business requirements and constraints that have to be addressed in planning of the relocation and design and implementation of required ICT services and infrastructure;
Update/adjustments the ICT work plan as necessary;
Provide technical leadership to the UNICEF Malaysia ICT team, engage and coordinate with the UN ICT team representing other involved UN agencies in Malaysia on planning, designing and implementation of migration and implementation of required ICT infrastructure and services;
Engage in the technical design of ICT services and infrastructure that will support a multi-agency office with common services and, for UNICEF Malaysia, a multi-site configuration whilst ensuring compliance with UNICEF ICT and Information Security policies, standards and mechanisms;
Ensure functional end-user solutions that provide flexibility for UNICEF staff to access common services (eg. printing and/or telephony);
Document the issues and decisions log;
In conjunction with the UNICEF Malaysia ICT team, liaise and collaborate with the Regional Office and ICTD in New York to seek technical guidance on required and proposed technical solutions, eg. networking or telephony solutions;
In conjunction with the UNICEF ICT taskforce and other stakeholders, identify and specify required ICT services and infrastructure, assist the UNICEF Malaysia procurement team with procurement specifications and evaluation/assessment of offers received and engage in contract management with vendors;
Engage with the Government stakeholders as required.

DELIVERABLES
- Completion of proof-of-concept for the PSFR ICT setup along with the functional site-to-site connectivity by 30th October 2017
- Functional ICT setup at PSFR building (PSFR unit and ILO) by 30th November 2017
- Weekly updates to the management during execution phase of the project
- Smooth functioning of all ICT related domains by 31st December 2017
- Produce a report on Lessons learned and future maintenance by 31st December 2017
LOCATION AND WORKING HOURS
This is an office based job. Full time (8:30a.m.-5p.m.) presence of the project coordinator nominated by the contractor is expected.
PAYMENT
The payment will be made on a monthly basis based on satisfactory performance of the service provider.
COMPETENCIES AND REQUIREMENTS
A minimum of ten years of professional experience in information technology management. Experience of providing services to UN organization is an asset.
Demonstrated strong ICT project management and contract management skills
Demonstrated strong understanding of networking and network security (including VLANs and firewalls), data communication and telephony technologies, applications and management and experience with their implementation and deployment, particularly in a multi-agency and/or multi-site setting
Demonstrated experience in office and ICT services/infrastructure relocation and migration projects highly desirable
Demonstrated well developed analytical and problem solving skills
Strong negotiation skills and demonstrated ability to manage contracts and vendors
Knowledge of English language;
Strong communication skills, both oral and written
Works well with people, has very good interpersonal skills, has notable drive for results and is client oriented
