GENERAL OBJECTIVE: Formulate the technical-regulatory instrument that regulates the comprehensive management of electric and hybrid vehicle batteries in El Salvador, establishing clear guidelines for their management throughout their entire life cycle, in accordance with current national regulations and applicable international standards. SCOPE: The consultancy includes the formulation of a technical-regulatory instrument for the management of electric and hybrid vehicle batteries in El Salvador, covering its technical and legal development, its technical validation and the consolidation of a final version ready for submission to the corresponding authorities. The generic term “technical-normative instrument” is used to designate the regulatory product to be develop, without prejudging its definitive legal nature. This nature (executive regulation, technical regulation, mandatory technical standard, inter-institutional agreement or other figure) will be determined as a result of the legal-institutional analysis. provided for in phase 1, as detailed in section V. For the purposes of delimiting the contractual scope, this consultancy includes the formulation of a maximum of one (1) instrument, in the event that the legal-institutional analysis concludes that regulation requires more than one articulated instrument VMT institutions must prioritize the one that would be generated.
