The Municipality of Szentendre decided to modernize the public lighting network, since there is a significant number of Compact fluorescent lamps and Sodium bulbs in the city, and their production has been stopped, so they will soon not be available, or will be difficult to obtain, and the achievement of energy efficiency goals also necessitates the modernization of public lighting. The third goal of the modernization is to increase the level of service and ensure that environmental protection aspects are also enforced. The basic principle of the scheme is that the investment and implementation costs of the modernization are pre-financed by the winning tenderer, and the compensation is reimbursed from the certified electricity savings resulting from the modernization. The sale of HEM (Certified Energy Savings), i.e. the EKR right (Energy Efficiency Obligation System) related to the measure, belongs to the winning bidder, according to the relevant legislation.
