1. INTRODUCTION
1.1 Purpose: This Statement of Work (SOW) outlines the requirements for tugboat services to be provided by Moran Towing Corporation (hereinafter referred to as "Moran") to [Client Name] (hereinafter referred to as "Client") in the Charleston, South Carolina harbor and surrounding waterways. 1.2 Background: The Port of Charleston and requires reliable tug assistance for safe and efficient berthing and unberthing operations. 1.3 Scope: This SOW covers the provision of tugboat services, including but not limited to: ship assist, barge towing, emergency response, and other related marine services as specifically requested by the Client.2. SCOPE OF SERVICES
2.1 Ship Assist: Providing tug assistance for berthing and unberthing of vessels at designated terminals and anchorages within the Charleston harbor. Number of tugs required per vessel (e.g., one, two, or three tugs) based on vessel size, weather conditions, and Client's requirements. Tug horsepower requirements (e.g., minimum of 4, 000 horsepower). Response time for tugs to arrive at the vessel's location (e.g., within 30 minutes of notification). Communication protocols between the vessel, the Client, and Moran's dispatch. Specific services like escort towing through certain channels. 2.2 Barge Towing: Towing of barges between designated locations within the Charleston harbor and surrounding waterways. Barge size and type (e.g., deck barge, hopper barge). Distance of tow. Required speed of tow. Securing and unsecuring of barges. Navigation requirements. 2.3 Emergency Response: Providing tug assistance for emergency situations, such as vessel breakdowns, groundings, or fires. 24/7 availability for emergency response.
