ASSIGNMENT DESCRIPTION
The objective of this trial is to: 1. Setup a local production of female sanitary pads in Laos PDR. 2. Run a trial in the northern part of Laos targeting mainly the female school population to test acceptability, user satisfaction, willingness to pay, supply chains and health impacts. 3. Product requirements: The sanitary pads must be reusable, washable, contain a permanent self-sanitizing antimicrobial treatment (or equivalent). 4. Document all taxes and duties on menstrual hygiene products as well as production and supply chain barriers and 5. Foster key partnerships and harness synergies for scale-up.

Assignment/Project Title: Trial on Local Production and Distribution of Reusable, Antimicrobial Female Sanitary Pads in Lao PDR

A. PROJECT BACKGROUND AND OBJECTIVES

Lao PDR has made impressive gains in water supply and sanitation access, but the poor have been left behind. Between 1995 and 2015, access to improved water supply and sanitation increased from 40 to 76 percent and from 21 to 74 percent respectively. However, in the poorest quintile, 56 percent has access to improved water supply, compared with 95 percent in the highest quintile. Similarly, 23 percent of the poorest quintile has access to improved sanitation against 99 percent of households in richest quintile. With regard to sanitation, 72 percent of the poorest quintile continue to defecate in the open. Institutional water supply and sanitation coverage remains low: 48 percent of primary schools, and one in four health facilities do not have access to safe drinking water and sanitation facilities.

Reductions in stunting in children are more likely to materialize when a multi-sector convergence approach is adopted to holistically tackle the multiple contributing factors. Evidence shows that children who have simultaneous access to adequate levels of two or more of the underlying determinants of nutritional status— food security, access to health care, child care practices, and access to water and sanitation, are less likely to be stunted than children who have access to just one.

The guiding framework for in Lao PDR to address undernutrition is the National Nutrition Strategy (2016-2025) and Plan of Action (2016-2020), which establishes a multisectoral convergence approach, meant to bring stunting in children under five years down to 25 percent by 2025. Its 11 strategic objectives include (among others) improving nutrient intake; achieving adequate food consumption emphasizing the first 1, 000 days of life; improving availability and access to nutritious foods; improving maternal and child health practices; improving water, sanitation, and environments; and improving access to health and nutrition services.

Further, the National Growth and Poverty Eradication Strategy (NGPES) identifies water supply, sanitation and hygiene as one of four national priority sectors with piped water and household sanitation as the preferred service levels. The 8th National Socio-Economic Development Plan (NSEDP) (Outcome 2 and Output 4 - universal access to quality health care services) define the water supply and sanitation targets as follows: by 2020, 90 percent of the population should use clean water; 75 percent of the population should use latrines. The NGPES describes an implementation process that focuses on community participation and dialogue, enabling communities to propose their needs for supply, use, ownership and maintenance of services. It also sets out a government policy for water consumers to be metered and pay tariffs that recover costs.

The World Bank-supported Scaling-Up Water Supply, Sanitation and Hygiene Project (SWSSHP) aims to provide access to improved water supply, sanitation and hygiene services in selected rural and peri-urban areas identified for nutrition convergence and strengthen selected institutions such as the Department of Water Supply (DWS), Department of Public Works and Transport (DPWT) and the Provincial Nam Papas (PNPs) in the Ministry of Public Works and Transport (MPWT) and the Department of Hygiene and Health Promotion (DHHP) and the National Center for Water Supply and Environmental Health (Nam Saat Centre) in Ministry of Health (MoH), so as to improve service delivery in an efficient and sustainable manner beyond the project period. The project will adopt an integrated community-driven approach that combines water supply, sanitation, and hygiene and nutrition-sensitive behavior change. The project cycle consists of seven distinct steps: Promotion, Planning, Design, Sanitation, Construction, Post-Works and Sustainability.

The Project will cover households in about 450 villages in 12 districts in 4 northern provinces (Xiengkhuang, Huaphanh, Oudomxay, and Phongsaly), along with health centers and schools - benefiting a total population of approximately 192, 000, of which about 73 percent are ethnic groups and 50 percent are women. About 30, 144 children under the age of 5 years are expected to benefit. The project will cover about 55 percent of the total beneficiaries targeted under the nutrition convergence approach.

The MPWT will be the lead project implementing agency, with a Project Management Unit (PMU) in the Department of Water Supply, and Project Implementation Units (PIUs) at the provincial and district offices. Menstrual Hygiene Management: Lao PDR has made impressive gains in WASH, but rural schools still lack access to safe drinking water and sanitation facilities, and the lack of access is a barrier to children-s attendance and performance, particularly for girls as their menstrual hygiene needs are not addressed. It is in conjunction with the abovementioned Project and the lack of menstrual hygiene products that the World Bank seeks a firm to carry out a trial on local production and distribution of reusable, antimicrobial female sanitary pads in the 4 northern provinces in Lao PDR.
B. OBJECTIVES OF THE TOR

The objective of this assignment is to study the scale-potential for reusable, safe and affordable female hygiene pads when supported by local in-country production.
