The Government of Jamaica (GOJ) through the Ministry of Energy, Transport and Telecommunications (METT) has received funding from the Inter-American Development Bank, (IDB), and the European Union-Caribbean Investment Facility (EU-CIF) towards the cost of the Energy Management and Efficiency Programme (EMEP), and intends to apply part of the proceeds to payments for the engagement of a consultant to effect the procurement under a Contract for developing a comprehensive transmission and distribution network intelligence framework for Jamaica through the creation of network maps and hosting capacity assessments. The activity shall be conducted through the Quality Cost Based Selection (QCBS) method described in the Inter-American Development Bank-s Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all firms from member countries of the Bank as defined in the above mentioned IDB-s policies. The Ministry of Energy, Transport and Telecommunications (METT) seeks to engage a consultant, which will support METT in developing comprehensive geospatial representation of Jamaica's transmission and distribution networks and associated infrastructure, assess and map the ability of transmission and distribution networks, DER and BESS integration, renewable energy and BESS procurements, integrated resource and resilience planning, loss reduction, climate resilience and critical infrastructure Planning, identification of priority investment opportunities and institutional capacity development.
