In 2024, the Electoral Council took over from VNG Realisatie the intellectual property of platforms for exchanging files in the election process (installation file for the software for determining results, counting files and certificates for validation of the count files). The platforms have been further developed and managed in recent years by the market party (WonderBit B.V.) that developed the platforms on behalf of VNG Realisatie. The Electoral Council concluded a short-term contract in 2024 with WonderBit B.V. because of the expertise the company has about the platforms. At this time it is not clear how long the current situation will continue. New Abacus software is currently being developed by the Electoral Council itself, which is very important the platforms will probably become redundant. A new results portal is also being developed in which the counting files will be stored. It is expected that the current platforms will be end of life in a number of years. The current contract with the market party is expiring and the Electoral Council wants to use this market consultation to ask the market whether, in addition to the current supplier, there may be interest from other market parties to take over the management and maintenance of the platforms, although it is uncertain how long the current situation will continue to exist. If there is no interest, the current supplier will be asked to continue the service.
