Firearms training and simulation and munitions - Study, Development, Experimentation and provision of Hybrid Tactical Hardening systems in an Augmented Digital Environment (ATHENA) Study, Development, Experimentation and provision of Hardening systems Hybrid Tactics in Augmented Digital Environment (ATHENA) The innovation partnership (IP) took the form of several framework agreements covering the 2 phases described below. For the launch of the innovation partnership, the Administration will formalize the framework agreements following a consultation with competitive bidding, prior publicity, and negotiation. The Administration will enter into an identical framework agreement with each of the selected partners which will cover both phases if applicable. Each phase will be the subject of a subsequent contract by selected partner. The terms of execution of this partnership as well as those of subsequent contracts will be defined by the framework agreement. The methods of selection of participants will be defined in the consultation documents. At the end of the consultation, a maximum of three partners will be selected for the execution of the innovation partnership and entry into phase 1. The selected offers will be the most economically advantageous based on the criteria set out in the consultation regulations which will be sent to the candidates admitted to tender.
