Assignment Description

International Finance Corporation (IFC)a sister organization of the World Bank and a member of the World Bank Group invites eligible consulting firms to indicate their interest in providing communications services for the Trade Facilitation West Africa (TFWA) Program.

These services include communications strategy development, off and online communications, media outreach, community outreach, communications capacity building, and awareness raising, among other activities.

Interested firms must provide information indicating that they are qualified to perform the services. One or more firms will be selected under Framework Agreements (FA) and retained for TFWA Program communications projects over five-year implementation.

Communications tasks will be broken down into smaller task orders and separately bid between FA holders. Each task order will cover a distinct piece of the communications work and will run for a specified period generally between three months and one year. Each task orders will have a set goal, in a specific location.

ELIGIBILITY

The consulting firms should have
i) a minimum of 10 years work experience in public relations, communications, media outreach, advertising, and/or stakeholder engagement.
ii) have a network of relevant local media, and/or communications contacts, including private media outlets.
iii) should have demonstrated experience organizing public communications campaigns and/or events, including overseeing event logistics, content development, and outreach/execution.
iv) have the capacity, in the form of resources and technology (in-house or sub-contracted), to deliver communications activities within agreed timeframes and budgets.
v) should have demonstrated experience mapping/targeting audiences and running successful market research (surveys and focus groups) in-house or through a reputable survey firm.
vi) Ability to work in two or more of the following languages: English, French, and/or Portuguese.
The specific requirements for each task order will be defined on task order stage.

Only shortlisted firms will be invited to submit proposals and requested provide a Business Continuity Plan and a Security plan as the project includes work in countries deemed by the World Bank Group to be high threat locations.
