CONTEXT & BACKGROUND

The International Finance Corporation (IFC), part of the World Bank Group (WBG), pursues its mission of reducing poverty and improving peoples lives by promoting sustainable private sector development through investment and advisory services. Given the potential of tourism to Myanmar, supporting the country to leverage the tourism sector for economic growth is one of IFCs priorities.

Despite the size of the country and unique and diverse tourism assets, Myanmars tourism sector has, to date, underperformed compared to its regional neighboursthe number of foreign visitors to Myanmar pales in comparison to Thailand and Vietnam, is lower than in Cambodia, and accounts for only 3 percent of overall foreign visitors to South-East Asia . There is therefore substantial untapped potential. This potential also includes domestic tourism.

Despite a sharp increase in tourist arrivals prior to COVID-19, tourism-related services have grown slowly. Total arrivals in 2019 rose by 23 percent to 4.5 million from 2018 (3.3 million). The growth has been driven by an increase in tourists from Asia, particularly Chinese nationals. Visitors from Asia represent 76 percent of all international arrivals, and of these Chinese visitors account for 47 percent (749, 719) of all Asian markets and 17 percent of total international arrivals. Other key Asian markets in the top four source markets for Myanmar are Thailand (21 percent, 273, 157), Japan (7 percent, 125, 706) and S. Korea (5 percent, 111, 794) . In 2018 due to the crisis in Rakhine State visitors from Europe and the USA dropped by 50 percent. To counteract this the Ministry of Hotel and Tourism (MoHT) placed significant emphasis on Asian markets, particularly China. There has been an increase in direct flights from 16 Chinese cities to three Myanmar cities (Yangon, Mandalay & Naypyidaw) and the arrangement for on-arrival visas for Chinese nationals fuelled this exponential growth.

However, despite this growth in visitor arrivals, tourism-related earnings dropped in 2018 with a slight increase in 2019, based in part on lower daily spending by tourists from the region, fewer high spending tourists from Europe, and concerns about zero-budget tourism (Figure 2). The differences in spending trends between long-haul (Wester) and Regional (Asian) tourists show that western tourists spend more on average per day and are more likely to veer outside the package tour, which can lead to increased income more equally spread across the country if access can be enabled.

Domestic tourism in Myanmar has expanded greatly over the past six years, with the volume of domestic tourists far exceeding inbound international visitors. Numbers have increased from 3.1 million travellers in 2011/12, to more than 7.1 million in 2018/19 . According to the WTTC, in 2017 domestic travel spending generated 32.4 percent of direct travel and tourism GDP and was expected to grow by 5 percent on an annual basis until 2020 demonstrating the importance of continued investment in this segment particularly post COVID-19.

The rise in domestic tourism can be attributed to an expanding middle class and the increasingly sophisticated consumer tastes of citizens as they become more exposed to global trends. Many younger Burmese have changed their lifestyles and mindsets to seek out adventure and traditional pilgrims are increasingly preferring to stay in hotels, rather than monasteries, and combine pilgrimages with holidays.

Myanmars unique and untapped tourism assets and increasing ease of access makes it a highly competitive destination with significant potential for growth once domestic and international borders begin to re-open following COVID-19. The tourism sector is expected to grow rapidly in the coming years to become a major driver of job creation, with as many as 1.1 million direct jobs by 2025 . It is also expected to contribute to alleviating poverty, particularly among women and young people with limited skills.

If the tourism sector is able to bounce back to near pre COVID growth rates it is estimated that by 2024, the sector has the potential to support 1.3 million jobsincreasing to 2.3 million by 2030. Additionally, the sector has the potential to earn US$14 billion in revenue by 2030. To achieve or exceed these forecasts, Myanmar will have to address the key constraints that impact the sector such as a weak business-enabling environment, insufficient human resources capacity, poor infrastructure and limited product diversification.
The IFC recognizes that understanding tourism demand underpins private sector investment in tourism. For the TNI Region there is currently no reliable baseline data and comprehensive market analysis upon which the TNI Regional government and the private sector can make evidenced based policy, planning and investment decisions.

To support the TNI Regional government and MOHT to grow tourism strategically, IFC is implementing a series of tourism supply and demands along with a high-level tourism investor market analysis. The assessments will identify visitor and investment growth opportunities through analyzing baseline supply and demand data, supply constraints, demand trends, untapped potential demand, levels of foreign and domestic tourism investment, investment constraints, and investor needs. Based on this IFC will identify specific investments, for both public and private sectors, that will unlock potential and latent demand to increase tourism in a sustainable and appropriate manner.

IFC are taking a phased approach to the implementation of these assessments.
To commence IFC are seeking an experienced and qualified Research Firm to:
a) Conduct two individual research studies in the three key tourism hubs of the TNI Region over two phases. The first is a supply audit and the second is a series of surveys with tourism assets managers and service providers. These two studies will help IFC to develop a reliable baseline of tourism data, an understanding of demand trends and potential, and an understanding of supply side constraints;
b) Based on the results of these two research studies develop hypotheses that will guide future scenario development for demand forecasting for the TNI Region and its three key tourism hubs.

These two initial research studies, together with five other separate tourism diagnostics, will contribute to the provision of reliable, accurate, and up to date market intelligence. They will provide a picture of supply and demand data that provides the rationale for targeted public and private investments that support the sustainable growth of the TNI Regions tourism sector in selected destinations and in selected market segments. Furthermore, the research will feed directly into a Destination Development Plan that will provide the TNI Regional government and industry stakeholders with a comprehensive and demand-driven vision for the destination. The plan and will be used to inform the implementation of critical activities and investments that will increase the competitiveness, sustainability and resilience of the TNI Region as a tourism destination.
