TERMS OF REFERENCE

TRAINING PROVIDER



I. PROJECT: Provision of the following training programs under the Tourism Industry Skills Program (TISP) of the Department of Tourism (DOT) Region 1 for the 3rd Quarter of CY 2018:

a. Front Office (ASEAN Common Competency Standards for Tourism Professionals/ACCSTP Module)

b. Housekeeping (ASEAN Common Competency Standards for Tourism Professionals/ACCSTP Module)

c. Food and Beverage (ASEAN Common Competency Standards for Tourism Professionals/ACCSTP Module)



II. OBJECTIVES:



-c The Tourism Industry Skills Program (hereafter referred to as the Program) is a special project of DOT which aims to conduct various human capability building trainings for the tourism industry stakeholders all over the country.



-c This Program also aims to empower tourism industry workers to provide quality service leading to:

o Customer satisfaction

o Meet services standards

o Increase employment in the tourism sector

o Improve income opportunities

o Increased competitiveness of the Philippine tourism industry

o Increased tourist arrivals and tourism receipts

-c The program is in line with Ambisyon Natin 2040 specifically to the Pagbabago segment of the Vision which aims to -œreduce inequality in economic development opportunities.- The tourism industry was identified as one of the priority sectors to achieve the vision of a -œrelevant, inclusive and sustainable economic growth.-

-c The tourism industry has a key role in spreading economic growth in all areas of the country as its value chain extends even to the farthest sitio or barangay where tourist attractions are located.

-c The Program is also envisioned to address the concerns of the Philippine Tourism Human Resources Development Plan.



III. BACKGROUND



In line with Tourism Industry Skills Program, the Department of Tourism is assisting various tourism stakeholders in the conduct of various training programs to address tourism skills gaps, upgrade Human Resource Development practices for tourism industry for increased customer satisfaction, enhanced competitiveness and profitability in the tourism sector.





IV. TRAINING DETAILS

Target No. of Participants per Training: 40 Pax



Training title: Front Office (ACCSTP / ASEAN Standards)

Duration: 7 Days

Target Dates: August 20-26, 2018

Location: Lingayen/Dagupan City, Pangasinan

Persons to be trained: Pangasinan Visitors Bureau (PVB)



Training title: Housekeeping (ACCSTP / ASEAN Standards)

Duration: 7 Days

Target Dates: August 27-September 2, 2018

Location: Lingayen/Dagupan City, Pangasinan

Persons to be trained: Pangasinan Visitors Bureau (PVB)



Training title: Food and Beverage (ACCSTP / ASEAN Standards)

Duration: 7 Days

Target Dates: September 3-9, 2018

Location: Lingayen/Dagupan City, Pangasinan

Persons to be trained: Pangasinan Visitors Bureau (PVB)



V. MINIMUM REQUIREMENTS FOR TRAINING

i(r) Module must be based on ASEAN Standards / ACCSTP (ASEAN Common Competency Standards for Tourism Professionals)

i(r) Trainers must be DOT ASEAN Master Trainers

i(r) Must have related experience in the Tourism industry practitioner/s or in related field

i(r) Extensive experience in conduct of training

i(r) Must be able to demonstrate practical/ hand on modules of training

i(r) Must be registered in the Philippine Government Electronic Procurement System (PHILGEPS)

i(r) Conducted similar trainings in the past

i(r) Demonstrated experience in the field of expertise

i(r) Must have good communication skills and willing to share their expertise

i(r) Must be willing to provide services on a send-bill arrangement

i(r) Must be able to submit a training plan

-c Proposed training program detail, which will address the requirement of the client and includes program objectives, program schedule, assessment methods.

-c Details of the trainers who will deliver the program including qualifications and years of practical experience in that field

-c Training methodology and approach to be taken and should include a description of the various training techniques to be used, such as demonstration, practical exercises, role plays, case studies, tests, etc.

-c Type of certification to be determined by DOT

-c Training supports to be used during the program, such as handouts, videos, online learning



VI. SCOPE OF WORK/DELIVERABLES

-c Implementation of the Training program to include preparation, pre and post-activity evaluation and reports

i(r) Submission of Midterm Activity Report and Terminal Training Activity Report with the template provided within seven (7) days of completion of the final training activity

i(r) Provide registration and sign-in sheets for each training day. Attendance list must indicate AM and PM attendance of participants.

i(r) Administer and explain clearly the Post Training Evaluation of DOT and provider which should be filled out by all participants during the last day of training

i(r) Administer Monitoring and Evaluation during the trainings

i(r) The Beneficiary must submit a complete Beneficiary Training Report capturing the impact of the training completed. Each beneficiary is requested to complete a report within 10 days upon conclusion of each training activity. The report will provide the basis on which the Regional Office may follow up with the beneficiary to monitor the impact of training and also, if relevant, to carry out external monitoring of training.

i(r) Invite of highly-qualified resource persons (DOT ASEAN Master Trainers)

i(r) Provision of equipment necessary for the trainings

i(r) Provision of appropriate training materials supplies for each participant

i(r) Must coordinate with the Technical Education and Skills Development Authority (TESDA), facilitate registration, and ensure that all participants on the training courses on Housekeeping, Front Office Operations, Food & Beverage, Waiter Services, and Food Safety and Handling should undergo NC II TESDA Certification after each training program

i(r) Provision of venue and meals for participants, secretariat, and DOT staff







Training venue

-c The training venue must be DOT Accredited

-c The venue must be suitable for the type of training to be conducted

-c The venue must be conducive to training

-c Should have complete training equipment and other needs

-c Highly accessible to the participants



Meals and Snacks

-c Lunch and 2 snacks (AM and PM) for everyday of the training

-c Breakfast and dinner as necessary based on the training schedule and module



VII. BUDGET FOR THE CONTRACT:

The total amount for the project is Nine Hundred Thousand Pesos Only (Php 900, 000.00)



The amount will be paid using the payment tranches below:



50% - Upon signing the contract

30% - Upon submission of the Mid Training Reports

20% - Upon submission of the Terminal Reports and other necessary and requested reports and deliverables



NOTES:

1. The winning bid, however, shall be determined by the end-user based on the most appropriate proposal for the training, provided that the amount of bid does not exceed the above total budget.

2. The winning bidder shall provide a performance security through a manager-s check which is 5% of the total bid.
