I. Background



As part of the continuing support to the top travel agents in Malaysia, the Tourism Promotions Board, through the Department of Tourism Malaysia, will partner and coordinate with Malaysian Agents in promoting Philippine Tour Packages and destinations through affordable tour packages, advertisements and an invitational tour. This joint promotions will strengthen the relationship between the Philippine Tourism and the Malaysian top travel agents who have been delivering tourism receipts from the previous years.



MONO Philippines Tour Package is proposed in which there will twin destinations that will be put together in an affordable price. Such tour package will definitely boost Philippine tourism receipts from Malaysia as it will be cascaded among different travel agencies in Malaysia. A familiarization tour in Manila and Cebu is also proposed in order for these agents to experience firsthand their offerings to their clients. As for the advertisements, these Malaysian Agents will cost share with TPB. An estimated US$ 40, 050.00 worth of promotions and advertisements will be shared which will only cost TPB half of the estimated amount (US$ 20, 025.99).



The Joint Promotions will definitely increase the tourist arrivals from Malaysia. As the promotions will be able to penetrate the Malaysia Market and will sustain the trend in the succeeding years.



A. Details of the Event



Date: 12 - 19 August 2018

Venue: Manila, Cebu and Bohol



Expected Number of 17 pax

Foreign Participants: (including TPB and DOT Officer)



II. Purpose / Objectives



Through this activity, the following objectives will be met:



1. To promote PHIL Tour Packages in Malaysia thru Partnering Agents

2. To sustain the presence of Philippine Destination in Malaysia Market.

3. To assist Travel agents to develop new markets in different cities in West Malaysia.

4. To target 1, 000 pax group departure to Philippine from this campaign.

5. To target the FIT weekend holiday breakaway and corporate companies.



The Tourism Promotions Board (TPB) is inviting qualified Philippine tour operators to provide the requirements of the abovementioned event based on the following guidelines:



III. Scope of Work and Deliverables



TPB requires the services of a tour operator that would be able to provide the following:



A. Accommodation Requirements



(12 - 19 August 2018)

The Tourism Promotions Board will require seven (7) twin sharing and three (3) single rooms in a 4-5 star Hotel to accommodate the seventeen (17) travel agents from Malaysia, four (4) media personnel, one (1) Philippine Airlines escort, one (1) DOT Malaysia representative and one (1) TPB representative in the following dates and locations:



-c 12 - 13 and 14 - 15 August 2018, Manila (2 night stay, 1st and 2nd call)

o Target: Radisson Blu, Cebu Parklane or Bai Hotel



-c 13 - 14 August 2018, Panglao, Bohol (1 night stay)

o Target: Sumilon Bluewater Island Resort (or other accommodations if fully booked)



-c 15 - 16 August 2018, Cebu City (2 nights stay)

o Target: Bohol Beach Club, South Palms Resort, Amorita Resort, Be Resort, Panglao Bluewater Resort, Henann Resort



-c 16 - 19 August 2018, Manila (3 night stay)

o Target: Diamond Hotel, Pan Pacific Hotel, Hyatt Hotel, Nobu Hotel, New World Manila



All accommodations are subject to request for sponsorship. Secured sponsorships shall be deducted to from the cost.



B. Tour Guide Requirements



Tour Package including Mandarin-speaking Tour Guide/s (kindly refer to attached itinerary)



DOT Accredited Tour Guide/s

-c Can speak fluent English

-c Knowledgeable in the locations included in the itinerary

-c Inclusive dates of 12 - 19 August 2018



C. Flight and Transportation Requirements:



a. (kindly refer to attached itinerary for specific sea transfers)



Note on Ferry Transfers:

-c Ferry Transportations Business Class seats for all the guests and TPB representative.



b. Land Transportations (kindly refer to attached itinerary for specific transfers)



Note on Land Transfers:

-c Preferably Bus

-c Uniformed, presentable and trained drivers

-c Gasoline, toll and parking fees

-c Dispatcher / coordinator per vehicle

-c Provision of first aid kit onboard

-c Provision of bottled waters (2 bottles/pax/day) and wet towels

-c Provision of proper, approved, clean signage for the vehicles



D. Tour Activities

activities



a. Tour Activities for the group that provides

the following on 12-19 August 2018:



o Tour operator to provide boat transfers for island hopping with lunch.

o Tour operator to provide miscellaneous such as activity fees, entrance fees, communication expenses and environmental fees indicated in the itinerary.



E. Meals



*Please see attached itinerary for preferred restaurants



Full board Meals (Breakfast, Lunch and Dinner)

-c Can provide all seventeen (17) participants

-c Buffet or Family Style

-c Hotel / Resort Accommodation that can provide breakfast meals

-c May change upon the request of the guests



F. Other Requirements



- Provision of the following on complimentary basis:

1. Land transportation with English speaking tour guide for the said duration in the tour guide requirements section for the trip;

2. Applicable entrance fees for the tour.

3. Island hopping with meals indicated in the itinerary.





- Provision of the following on complimentary basis:



1. Land transportation with English speaking tour guide for the said duration in the tour guide requirements section for the trip;

2. Applicable entrance fees for the tour.

3. Island hopping with meals indicated in the itinerary.



- Coordination with TPB in all other matters required for the smooth implementation of the itinerary;



- Designation of a point person who will coordinate with TPB.

* Total cost of accommodation should be based on actual room expenses



* Secured sponsorships should be deducted from the total expenses



IV. Time Frame and Schedule of Work



A tour operator to provide the mentioned services from 12 - 19 August 2018. (kindly refer to attached itinerary)



V. Eligibility Requirements



1. Must be a Department of Tourism (DOT) accredited Tour Operator or Transport Operator Company.

2. Must be duly registered with the Philippine Government Electronic Procurement System (PhilGeps).

3. Must possess the necessary expertise in the conveyance of passengers, particularly tourists, both local and foreign.

4. Must be a member of DOT recognized organizations

5. Must have handled at least three (3) government projects / events

6. Must have at least five (5) regular staff / employees duly registered with SSS and/or Department of Labor.

7. Must have the capacity to provide first class tourists buses and vehicles.



VI. Technical Eligibility Documents



1. Company Profile

2. PhilGeps Accreditation

3. Valid DOT accreditation certificate

4. Registration certificate from Securities and Exchange Commission (SEC) or Department of Trade and Industry (DTI) Business name.

5. Valid and current Mayor-s permit/municipal license



VII. Budget



The allotted budget is PHP 993, 000.00 (inclusive of all applicable taxes).



VIII. Payment Procedure



Send bill to the TOURISM PROMOTIONS BOARD - ATTN: JAMES A. SY, after the completion of services



Ix. Evaluation Procedure



The winning bid shall be selected solely based on the amount of bid, provided that the amount of bid does not exceed the above total budget.



Approved Budget of the Contract:



Php993, 000.00 inclusive of all applicable taxes
