This Request forExpressions of Interest follows the General Procurement Notice for this project that appeared in dgMarket online 26thJuly 2011 andpublished Issue no 804, 16th August 2011, re-advertised 30th April 2012 and again on30th October 20132. The Government of Tonga has received a grant for assistancefrom the International Development Association for the Tonga Aviation Investment Project (TAIP) under the Pacific AviationInvestment Project (PAIP) and it is intended to apply part of the proceeds to payments for the Contract? Consulting Services? Selection of an Individual Consultant?TongaProject Manager for TAIP. 3. The PAIP Program is a regional aviation project with thedevelopment objective to provide safe and secure air transport operations and environmentally sustainable and efficient airportsand is being implemented in four (4) Pacific Island countries: Tonga, Tuvalu, Kiribati and Samoa.
The projects'''' implementing Entityis Tonga Airports Ltd, who leads the projects via the TFSU "Technical and FiduciaryServices Unit." A Project Manager for TAIP is sought to lead and manage the overallTAIP implementation.
The Tonga Project Manager will be supported by the TFSU and will be expected to liaise closely with the TFSUinmanagement of the Tonga project.4. Tonga Airports limited now seeks to appoint a Tonga ProjectManager to lead TAIP implementation and to manage the project''''s overall implementationensure that the Tonga Aviation InvestmentProject (TAIP) is implemented successfully, in accordance with World Bank standards and procedures, the Grant Agreement and ProjectAgreement, and other approved program documentation.
The Consultant will be required to; a) Coordinate the implementation, monitoring and evaluation of Tonga Aviation Investment Project (TAIP) activities in accordance with the TAIP projectlegalagreements whilst co-ordinating Tonga with those for the region as a whole c) Contribute to the planning for theimplementation of TAIP with the National Steering Committee (NSC).
The position holds oversight of the following Project relatedtasks i) Management, Procurement, Financial?and Reporting

Tonga Airports Limitednow invites interestedand eligible persons to provide their Expression of Interest consisting of a i) CurriculumVitae, ii) list of 3 current referees and iii) a Statement addressing the Selection Criteria contained within the TOR, demonstrating that they possess the relevant qualifications and experience to perform the services.
The consultant will have: a) a relevant tertiary qualification from a recognizedinstitution, or equivalent relevant operational qualification;b) Strong analytical and strategic thinking skills, leadershipand advocacy; c) A minimum of 5 years'''' experience in a project managementrole (preferably a Donor Funded Project in a developing country); d) Excellent verbal, written and presentation communicationskills in English, with demonstrable high level reporting skills; e) Proven experience in managing projects with diverse stakeholders and tight timelines and the ability towork independently and with stakeholders as required.f) Technical capacity (Civil Works, Roads, Construction etc) isdesirable but not essentialg) Previous Experience in managing Contracts is desirable but not essential Only the most qualified andsuitable candidate will beinterviewed prior to negotiating a Contract.6.
