Introduction:The Government of Timor-Leste has committed to developingwind energy as part of its energy transition plan to expand its renewableenergy generation. As part of this commitment, it has committed to undertake afull assessment of the feasibility of developing a 50MW wind power projectacross two identified sites. The sites have been selected based on apre-feasibility study supported by the International Finance Corporation (IFC), which included screening and an assessment of multiple candidate sites.As part of the project planning and preparation, theInternational Finance Corporation (IFC), is supporting Eletricidade deTimor-Leste (EDTL), under the Ministry of Public Works (MoPW), with undertakinga Biodiversity Study in accordance with local regulatory requirements andinternational best practices. As part of this engagement, IFC is seeking toengage a qualified and experienced consultancy firm to undertake theBiodiversity Study at the two selected sites.Objective of the AssignmentThe consultancy services will support IFC with assessing theecological and biodiversity conditions within and surrounding the project site, identify any critical habitats, assess potential project impacts, and recommendmitigation measures aligned with local law and IFC Performance StandardsScope of services will include, but will not be limited to:Baseline surveys of flora, fauna, and habitatsIdentification of protected or endangered speciesMapping of critical biodiversity areasStakeholder consultation with local communities and relevant authoritiesImpact assessment and mitigation planningPreparation of a comprehensive biodiversity reportPlease refer to the Terms of Reference uploaded for moredetails on the scope.
