③ have Grade A in "offer of Services" in the Kanto・Koushinetsu district, in terms of the qualification for participating in tenders by Ministry of Land, Infrastruc-ture, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2025/2026/2027

④ not be under suspension of nomination by Director of the Budget and Accounts Division, Minister's Secretariat, Ministry of Land, Infrastructure, Transport and Tourism.

⑤ acquire the electric certificate in case of using the Electric procurement system
