The RFQ is an invitation to prospective Respondents to submit responses for Phase One of a potential three-phase procurement process for a province-wide Service Delivery Model of mental health supports for Public Safety Personnel (PSP). The model will be part of the Ministry-s program, as outlined in the RFQ.
Three (3) phased procurement process:
Phase one - Pre-Qualification of Bidders: The RFQ is issued solely for the purpose of pre-qualifying Respondents and obtaining additional market information and identifying the best available solution in the marketplace. The Ministry of the Solicitor General (the “Ministry”) is currently in the planning stage and may or may not decide to move forward with the other two (2) phases:
Phase two - Competitive Dialogue: The Pre-Qualified Bidders will be invited to participate in a Competitive Dialogue process. The Ministry will conduct the individual working sessions with Pre-Qualified Bidders to identify the solution. Upon conclusion of all the working sessions, the Ministry will be refining its deliverables for the province-wide Service Delivery Model.
Phase three - Invitational- Request for Bids (IRFB): If the Ministry decides to move forward with the formal procurement process. The Ministry will issue the IRFB to the Pre-Qualified Bidders that participated and attended Phase Two (Competitive Dialogue) to submit the formal Bid for the procurement process
