This procurement includes the basic improvement of the cultural house Valvee, protected by the site plan, in the heart of Oulu. The contract form of the project is the Cooperative Design and Build contract (abbreviation SR), where the SR contractor acts as the main executor of the project. The SR contractor is responsible for project planning and contract performance in accordance with the procurement documents. Cooperativeness refers to a contract and execution model where the customer and the service providers are jointly responsible for the design, construction, schedules, costs and quality of the project and share the risks and opportunities of the project among themselves in accordance with the contract used in the project. Characteristic of cooperation are contractually separate phases (development and implementation phase), compensation criteria (commercial model), division of responsibilities and other cooperation, e.g. in practical arrangements. The contract procurement in accordance with this announcement comprises the SR contract procurement, which the projected value exceeds the EU threshold value (Construction contracts) of €5, 404, 000.00 (VAT 0%) stipulated in § 26 of the Act 1397/2016 on public procurement and right-of-use agreements.
