TCEQ invites grant applications from eligible applicants under the Texas Volkswagen Environmental Mitigation Program (TxVEMP) through the Request for Grant Applications (RFGA) in this solicitation. The ferry, tug, and switcher grant program provide financial incentives to repower or replace older locomotive freight switchers and repower marine ferries or tugs to reduce NOxemissions in priority areas in Texas.This RFGA implements a portion of TxVEMP. TxVEMP is established and administered by TCEQ and is subject to the requirements of the Environmental Mitigation Trust Agreement for State Beneficiaries (Trust Agreement) and the Beneficiary Mitigation Plan for Texas (RG-537).
