Detailed_Description : RFB for the provision of financial due diligence services for Ontario Ministry of Economic Development, Job Creation and Trade (MEDJCT)-s business support programs and other Ministries- programs as needed for proposals submitted by proponents who are seeking financial assistance in the form of conditional grants or loans.This RFB is required to comply with the Building Ontario Businesses Initiative (BOBI). Under section 3 of the Building Ontario Businesses Initiative Act (BOBIA), a public sector entity shall give preference to Ontario businesses when conducting a procurement process for prescribed goods and services, the value of which are under the prescribed threshold amount.

Scope of Work : The Ministry is required to conduct due diligence reviews for all proposals submitted by proponents who are seeking financial assistance in the form of conditional grants or loans, for the business funding support programs (e.g., the Regional Development Program, Strategic Investments supported by Treasury Board). While other ministries may have access to this VOR, all agreements will be signed with MEDJCT.The financial due diligence (FDD) services involve reviewing the proponent-s historical financial performance, financial forecasts and other financial information deemed necessary to evaluate the financial risks associated with the award of a grant or loan, including the ability to repay a loan as well as the nature and quality of the assets available to secure a loan.The majority of the work will be conducted at the 3rd party service providers- office. There may be some discretionary travel (as determined by Ministry), specifically site visits to verify information provided by applicants.
